HDMAE was established in 1983 and its origins drive from the Environmental Unit of the Haifa City Municipality that started its activity in 1975. Today the Association is providing its services to a population of more than half-million people from 9 local authorities.
From its beginnings, HDMAE was engaged in various environmental fields and through the years its activity has been diversified to domains such as:

In 1984 HDMAE was the first in Israel to introduce Personal Orders with the aim of air pollution prevention from heavy industry of the Haifa Bay area. It was in the Orders' framework that emission standards have been defined for specific air pollutants (particulates, SO2, NOX) from chemical, petrochemical, cement industries and termoelectric station. In the nineties, the Orders' provisions were revised to updated standards.
HDMAE has set up and is operating an advanced Air Quality Monitoring Network consisting of 15 monitoring stations connected to the Association Control Center. In addition, HDMAE is collecting air quality data through the equipment of its mobile station.
